Spike did not return to Sunnydale after failing to regain the gem of Amara from Angel so was never captured by the Initiative.
    Summary of ‘The Collar 1’: Spike finds Angel fighting in the ring and buys the right to fight for ownership. Spike wins and takes possession of Angel returning him to Chicago where he is Master. Angel’s actions are controlled by the demon collar around his neck that gives pain and pleasure on command.
