History: Until the start of Agts. Mulder and Scully's investigation of his life and crimes, Modell was best known for his mediocrity. Modell joined the armed forces and attempted to enter first the Navy Seals and then the Green Berets, failing both. He spent the rest of his military career as a supply clerk, completing his duty with a general discharge.

Modell had also applied to the FBI but was turned away after the psychological evaluation. He was found to be acutely egocentric, with no regard for the feelings of others to the point of perceiving them as objects. Modell claimed during this psychological interview, that he had been trained by gurkas in Nepal and ninjas in Japan. In reality, Modell has never left the U.S.

Modell's medical history reveals a prescription for Tegretol dating from April 1994 for the treatment of temporal lobe epilepsy brought on by a brain tumor. Notably, the unexplained deaths for which Modell claims responsibility began at approximately this time. Modell's medical records show that he had been monitoring the progress of his disease with regular MRI's but had consistently refused treatment. Throughout the progression of his disease, his tumor had remained operable. According to Agt. Mulder, Modell's medical condition provided him with a form of psychokinesis, enabling him to control the actions of others through telepathic commands.

Modell was held at the Lorton Penitentiary Hospital Ward, where he was undergoing physical therapy for the gunshot wound he received from Agt. Mulder during his arrest in 1996, until his escape. He was critically wounded by A.D. Skinner when Modell appeared to point a gun at him. He was removed to Annandale Community Medical Center for surgery. His fraternal twin sister, identified as Linda Bowman, used her similar powers of suggestion to enter the hospital room as a nurse. To ease his extreme pain, Mrs. Bowman used her powers of suggestion to decelerate his heart. Modell was later pronounced dead.
