   A/N: I went back through the episodes with Jack and the Doctor from Utopia onwards and realised that after that first hug we never see another and we never see Jack initiate contact.  He still flirts, but the Doctor does the touching and only for utilitarian purposes normally to do with Jack’s wrist strap.  I had to ask why, what would make Jack not touch his Doctor?
