Editpad Classic (freeware) -- what I use to type up all content in. It runs rapidly, unlike the version which came up later, Editpad Lite.
TSW Webcoder (freeware) -- Line numbering, reasonably complex search-and-replace in files unopened files, syntax highlighting, clipbook of HTML syntax, supports CSS, has a preview mode and allows you to choose your own browser to preview if you like. I'm most happy with it as a syntax editor. Not much for WYSIWYG.
X-Teq X-Find (freeware) -- Little program which allows you to search for strings very rapidly and pulls them up for you straight away if you don't want to fiddle around with a HTML editor.
Tidy UI (freeware) -- a GUI end for HTML tidy, making it easy to run one's HTML files through it if not wanting again to do so with TSW Webcoder.
Xenu (freeware) -- Link checker. It checks all of the links on one's website both locally and outside of one's website (or one or the other, depending upon one's choice). An excellent resource to keep one's website up-to-date and free of 404s.
Filezilla (freeware) -- FTP utility. A very good GUI program for moving files around, msot especially to one's website.
