Gibbs and Tony did meet on a case in Baltimore.  During the case. Gibbs is killed and Tony works to solve the murder.  Gibbs as a ghost helps solve Tny solve his murder as he is the only one he can see him (and hopefully feel him in some way).  Morrow is impressed with the young Detective and offers him a job and instead of moving on, Gibbs continues to help Tony on cases.
Perhaps Ducky or Abby inherits Gibbs' house and rents it out to Tony. Gibbs or Tony suspect that finishing the boat will set Gibbs free and they at first set to it at will so Gibbs can be with Shannon and Kelly but as the boat progresses Gibbs finds himself drawing out the work and reluctant to move on and Tony finds it more fun to hang out with the ghostly Gibbs and finish the boat than all the blondes he has been dating.

I was watching ‘The Good Wives Club' last night, and it hit me.  There's at least one NCIS team in Miami!  So, I'd like to see a fic where Madame Director doesn't offer Tony a team of his own in Spain, but a position as team leader in Miami instead. 
 
Pre-Hiatus, Tony and Gibbs are lovers.  Somewhat less than a full-fledged relationship; Gibbs sees it is being fuck-buddies, but Tony has aspirations of it becoming something deeper.  After Gibbs returns from Mexico, Tony realises that his hopes have absolutely no chance of being fulfilled.  So he takes the opportunity to get some distance from all the things that are dragging him down: his non-relationship with Gibbs, the lack of respect McGee & Ziva are showing him, Ducky & Abby are all over Gibbs now that he's back and have no time for Tony, and so on.  Tony's been in the job for at least five years now, and decides it's time to move on.
 
(I'd like to see a strong, mature Tony, who makes a reasoned decision.  Not one who stamps his foot and runs away because his friends aren't playing nice, and his best friend doesn't like him any more.)
 
I'd love to see a cross with CSI: Miami; Tony & Eric Delko would make great clubbing buddies.  If you finesse the timelines a little, you could even have Tony in the jewellery store, and able to prevent Speedle from getting shot!  ;D

Summary: Shawna Writes: Gibbs and DiNozzo aren't together just yet, but DiNozzo has been slowly realizing and accepting that he has strong feelings (falling hard) for Gibbs. Just when he has comes to this point and deciding that maybe he should let the older man know even at the risk being fired, he doesn't get too for something awful happens. Or he and everyone *thinks* something awful has happened.

Remember 'The Bone Yard' and how Gibbs helped that guy fake his death? Well, for a case...Maybe even because of the 'bulleye' Gibbs put on himself in "Eye For An Eye" he fakes his own death. The only one who knows the truth is Ducky and maybe that FBI guy in Bone yard, sorry sometimes I'm bad with names and this is one of those times. I do know it starts with F so I should get some points! *g* Okay, I get none...Well...

Tony and the others have *no* idea that Gibbs' death is fake. Tony is put in the 'boss leadership' role. Tony gets himself in dangerous 'almost like a death wish' situations but is determined to find Gibbs' killers. Kate and McGee feel they are working with someone very different for their Tony's humor seems to be gone and he snaps at everyone and maybe he even refuses to take Gibbs desk since he is now the 'boss'.

At some point I would love to have Tony asking to see Gibbs body to have a 'moment' alone to morn him. But Ducky tells him, "No, my dear boy, Jethro would not want you to see him like that." Even though there is no body, so it's not like he could have seen him like that.

So then have Tony realize 'Nothing is what it seems'. He is the one to realize that Gibbs is very much alive...He goes to Kate and McGee and threatens them with bodily harm if they were in on it. They think he's crazy and has finally lost it...But then Gibbs comes back, very much alive and well...

What happens next I'd love for a writer to tell me...*g*So any takers for this bunny? It would really like a home and I'd love to have a good read...

After Requiem, Tony gets sick again due to his rescue efforts (WHich of course Gibbs never thanks him for). Dr. Pitt tells him that there was even more damage to his lungs and he won't be cleared for field duty. He also suggests that Tony spend time somewhere warm and dry, to help prevent further illnesses. He goes to NCIS hoping that Gibbs and team or even MD had suggestions on how he could still stay at NCIS. He arrives while they are in the middle of intense case and no one has time to talk to him. Gibbs pretty much snarls at that he is no use to him as he is now. So while they are gone Tony leaves his medical discarge papers, badge and gun and cleans out his desk. It takes a few more days once the case is wrapped up to realize he is gone and MD takes delight in pointing
that out. They go to his apartment but it already has been cleared out. It's up to the the author on how to fix this and hopefully get Tony and Gibbs together.
I think Tony winds up teaching at a police academy in Phoenix.

Summary: I'm disappointed by how smoothly the transtion back for Tony from Leader to second in command went.  I mean, it was mostly in character for Tony - but I was really really  hoping he had grown more while he was in charge.
And I really *want* to see that conflict of him gradually growing out of his role as second. (with added drool factor for an eventual- to quote Gibbs - " trust me, when DiNozzo thinks he’s ready for his own team, you’ll know about it. Hell, the whole world will know about it!"?)

And does Gibbs know that Tony mostly stayed because he needed to make
sure Gibbs was okay?
Can't imagine Jethro being too happy about that one.

Also: where  is Tony's anger about Gibbs abandoning them/his post plays out gradually/subtely? Didn't really see that on the show at all. But I don't buy it. I don't doubt that he /understands/ why. Still I think there's the little inner four year old feeling hurt and stomping his foot.
All the stories I've seen where all about that one quick, heavy explosion - and after that everything was okay again.

The only proof that it happened is the pleasurably used feeling in their

I don't write, but I have an idea that I really would like to see done and I'm hoping that I can inspire one or more of the writers here to turn it into a reality!!!!

Anyway, here's the deal:
The background: Don and Billy were together during their time in Fugitive Recovery but than something came up and thus Don took the position in New Mexico [perhaps Don felt it wouldn't work out in the long run/Don had the family pressure to be more 'availble'/whatever...] but Billy had said that he would always be there if Don needed him. Which is why he showed up when David, a member of Don's team, requested a member of Fugitive Recovery in Man Hunt.
The actual story: spending time with Coop again makes Don revaluate his earlier choice and decides that he doesn't get it anymore/decides that it wasn't worth it/decides that it is no longer valid and he really asks Billy to stay with him [ie, not like he did at the end of Man Hunt] and Billy accepts.
Now we all saw how Alan really didn't like Coop during the episode and I want to see him as well as Charlie having to come to terms with the new situation. Especially because Don, in typical Don Eppes fashion, never told the two of them that he's bi, much less ever had a serious boyfriend. I guess he'd try to break that news to them first [over dinner? a night at home?] before telling them about Billy and how he's staying and moving in with Don, but that quickly comes out too.
As far as Alan is concerned, I would expect him to be against it pretty adamently at first until he starts to see just how good Coop actually is for Don. Perhaps he sees Don's more relaxed/smiles & laughs more... or he sees Don being able to finally break down as he trusts Billy so much [if so, I'd expect Alan to be somewhere where he's no expected and Don and Coop think they're alone or Don would never show such weakness]. Basically Alan doesn't 'accept' the relationship until he gets real proof of how good it really is for his eldest and then he's forced to realize that it really is what Don needs despite his wishes and dreams for him.
I guess Charlie would also have to come to terms with all this new information on his brother [I don't see him as being bi or gay too in this fic, for the simple reason that it is... uh... statistically unlikely that they've both been hidding the same secret not to mention the fact that it would increase the angst factor if Charlie has to struggle to come to terms with this unexpected side to his big brother and the fact that Don keeps so many secrets from his family when he (Charlie) doesn't do the same].

Hmm... can you tell that ideas spring quite quickly and elaborately in my mind? It's very easy for me to come up with them but I can't for the life of me write them!!!!!
