The Things Loki Does
On 1981 Loki takes a young child that has been abandon on the steps of a house in Little Whinging however he finds the child such an interesting specimen that he kinds of forget to put it back.
Fast forward to the incident we know as "Fragile Balance" in which Loki clones Colonel O'Neill. While investigating Loki's activities the Asgaurd finds that child that Loki had stolen all those years ago
Deciding that the best thing to do would be to return to child to its planet of origin the Asgaurd gives SGC the child.

I must absolutely insist that Harry has not grown up will in Loki's care. He can be a few years older but he can not be a teen. I'm thinking he's at least 5 or younger. While Loki is not studying Harry he is put in stasis and this is how Harry stays young. (Beside Harry growing up with Loki has been done before)
Option:
Harry latches on to either Jack or Daniel as a father figure so that whenever Harry is upset he can vanish from one place and then appear next to his 'father'.

After the war was over Harry goes back in time to escape what his life would have been if he stayed (fame, fortune or Harry believing that they will sentence him to Azkaban) In the past he make a new name for himself Jonathan 'Jack' O'Neill.
His desire to fly, his training during the war and his 'people saving thing' so has him join the USAF.
Fast forward to the end of the wizard world and the wizard community realizing that their Savior has vanish and has
escaped back in time they start their great hunt for Harry Potter.
Finally Hermione and Ron (or someone else) have discover who they believe is Harry... Daniel Jackson.
Jackson looks a lot like Harry.
Jackson has the same build as Harry and the need for glasses
Harry had an interest in Egypt from talking to Bill.
Jackson has vanished from whatever he does under the mountain a number of time (they put a tracer spell on him to
keep track of 'Harry')
Jackson has the similar history as Harry
So before 'Harry' can escape once again they grab Daniel and spirit him away to Hogwarts (bonus points if they do this while Daniel was under the mountains and while on camera)
Of course Jack is torn between rushing in and rescuing his friend and laughing himself silly over how stupid wizards are.
Meanwhile the wizard community is convinced that Daniel is Harry and that he lost him magic when he defeated the Dark Lord.
And poor Daniel is just confused... that is until he found some ancient texts to read and then he's just busy.
